JOB DESCRIPTION
The Team Leader has overall lead responsibility for technical strategy and effective management of the Peace and access to justice IP3 Implementation component; ensuring excellent relationships and proactive collaboration with other Implementation partners and subcontractors, as well as with UNOPS’ Technical Assistance & Partnership (TAP) partner and UNOPS MERL Supplier; ensuring teams engage effectively with evidence, research and learning emerging from the programme; and managing the effective deployment and performance of long-term and short-term staff.

SSJP II will ensure that Somalis benefit from improved security and access to justice through inclusive approaches that enjoy broad based understanding, support of both elite and public confidence. The Program has two broad outcomes: Outcome 1: Enhanced resolution of specific security and justice problems identified as priorities by Somalis in target locations Outcome 2: Learning, social and political influence leveraged effectively to catalyse wider programmatic, policy and systemic change.

The Team Leader plays a central role in ensuring timely, effective and efficient implementation of CARE’s component within the SSJPII Programme. The role is to ensure effective and efficient day to day project cycle management of the SSJPII project. The Team Leader reports to the CARE Somalia Urban Youth Program Director with day to day operational management by UNOPS Director of Security and Justice.

Qualifications:

Master’s Degree (or equivalent) in a related development field or evidence of equivalent knowledge gained through experience
At least 10 years of demonstrable, progressive experience in managing large government and bilateral donor funded grants (e.g. DFID, USAID)
Experience of working for INGOs in senior positions (Chief of Party/Programme Director level strongly preferred), ideally in Somalia or East Africa
Experience managing complex security and justice focused programmes
A proven ability to establish high-level relationships
In-depth knowledge of development challenges and context in Somalia in relation to security and justice
Demonstrated experience working collaboratively without the need for close supervision
Previous management of consortium and partnership relations, including local CSOs, INGOs and government institutions
Proficient in computer skills and use of relevant software and other applications (e.g. word processing, spreadsheet, database, internet)
