JOB DESCRIPTION
The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC supports populations in Galmudug, Puntland, Southwest, and Mogadishu implementing activities in the areas of livelihoods, WASH, and health reaching more than 200,000 conflict and drought-affected people.

Job Overview:

Under direct supervision of Deputy Director for Operations, the Field Manager will play a pivotal role in managing the IRC Baidoa program office. He/she will ensure quality office administration, security and access management, managing field trips of the program staff and maintain close working relationship with relevant line ministries, district administration and with SWS administration and other actors such as INGOs. The position will also contribute to program assessments undertaken by IRC in SWS from time to time, monitor humanitarian and security trends and represent the IRC in relevant coordination forums.

Key parameters for success for the role include flexibility, pro-activeness, problem solving, teamwork facilitation, cost effectiveness of the IRC’s operations, and seeking and providing clarity.

Specific responsibilities:

Operations/Administration
Work with the field team and the senior management team in achievement of the country program Strategy Action Plan (SAP) and priorities identified therein.
In collaboration with country Supply Chain team, orient and train Supply Chain staff at the Baidoa office site and ensure that all activities are implemented in line with the IRC guidelines and policies. Follow up timely procurement of office supplies and monitor reconciliation of office supplies with the warehouse report.
Provide quality overview HR management supporting to all staff in the office ensuring recruitment, orientation, staff management issues are dealt with in line with the IRC organisational policies and guidelines.
Encourage and participate in staff development initiatives for the office, supporting mentorship and internal promotions.
Provide close oversight to the operations component of the program including management of the vehicles, logistics and procurement of materials, store management and IT functions.
Work with team to prepare monthly and weekly travel plans and coordinate efficient movement ensuring adequate security and access at the program sites.
Support external visits to the Baidoa office, overseeing logistics, airstrip pick up, security and organizing external meetings.
Provide oversight to ensure that mandatory checks are carried out. Analyse and detect any potential sources of financial/material risk in IRCs operations. Take mitigative action against the identified risks.
Prepare monthly reports on activities of the office highlighting achievements, areas of support needed and priorities.
Review and provide guidance in the development and maintenance of an operational budget for your field site which fully reflects the changing needs of the site.
Enforce compliance with IRC logistics, finance and administration policies and procedures. This includes but not limited to organizing at least three sessions per year to orient and update staff on policies and procedures.
Promote teamwork and instill a good working environment in the office.

Programs
Facilitate a good working relationship between the programs leadership at the field office, working closely with program technical Coordinators/ Managers to ensure all planned activities are implemented at the field site and any concerns/ risks are addressed. Actively participate in grant monitoring.
Actively seek input from program personnel on how systems and support functions can be improved with program results in mind, assuring that that staff are up to date on organizational policies.
Monitor the work-plans of each program and raise any operational constraints in support of program planning.
Provide guidance to program staff on implementation of projects including regular field visits. Support communications of IRC activities, success stories and external visibility.
Support clan diversity and fair and equal distribution of IRC resources to different communities and that target locations are selected on the basis of need.
Partnership Support
Contribute to robust stakeholder analysis processes and informed decisions in each outcome area as to whether working in partnership with local civil society, government, and private sector actors, or implementing services directly, or both, will produce the best outcomes for the people we serve
Engage in program design processes including to provide input into partnership opportunities.
Contribute to and support Partner Identity and Background Review (vetting) processes.
Assist with any security related local partner issues and coordinate with the partner on safe access.
Participate in partner grant monitoring meetings.
Assist in resolving any local partner issues at the field level, ensuring that any communication is coordinated and consistent with that of the relevant technical coordinator and Partnership Lead, including to address partner feedback and concerns.
Contribute to local liaison and coordination with relevant partners, in close coordination with technical and partnership leads.
In coordination with technical and partner leads, support liaison with local authorities as it relates to partnerships.

Safety and Access Management
Act as the security and access focal point for the IRC in SWS. Communicate identified issues and incidents promptly to the Safety & Security Advisor and Deputy Director of Operations.
Support the develop and implement humanitarian access strategies and approaches tailored to local context and include overarching community engagement components.
Ensure staff compliance with IRC Global Safety & Security Standards Policy. Provide regular training for IRC and partner staff on humanitarian principles, context analysis, adaptive programming, and conflict sensitive.
Conduct principled and sustainable negotiations with relevant actors in SWS in line with humanitarian principles, humanitarian needs, the duty of care principles and the IRC’s Strategy Action Plan.
Support access innovation initiatives, including developing other strategies, tools and guidelines for managing IRC’s access in SWS.
In consultation with the Safety & Security Advisor, provide area-based access analyses supporting operational implementation and program development.
In support of staff safety and security, evaluate, review and support evacuation/relocation plans for all IRC offices and field sites, ensuring access challenges and mitigation measures are incorporated into the design.
External Representation
Represent the IRC in SWS to local government authorities and line ministries, donors and partners. Stay abreast of ongoing administrative processes that impact IRC programs.
Coordinate closely with the community leaders at program various locations in SWS.
Work with programs to build potential partnerships (local NGOs, INGOs, private sector, local authorities).
Attend regular and ad hoc partners’ meetings on behalf of the IRC.
Qualifications

At least 3- 5 years of relevant experience working with a I/NGO in Somalia in a field office leadership role
Exposure and experience in various operations, finance, security and HR/ Admin systems and processes of international organizations
Strong skill set around organizing, operational management, representation and supervising staff
Ability to manage demanding workload and creative approach to problem solving
Excellent computer skills, especially word, internet, excel and power point
Skills in English and Somali both speaking & writing
University Degree/College diploma in the areas of social sciences/ development studies.
