BACKGROUND
The UNDP Somalia Rule of Law and Security (ROL&S) Portfolio operates through a joint approach with the United Nations Assistance Mission in Somalia (UNSOM) and the UN Country Team to strengthen collaboration, focus and coherence in the implementation of the Somalia Rule of Law Programme priorities. The portfolio includes programmes targeting Justice & Corrections, Police, Security Sector Reform, Preventing & Countering Violent Extremism, Women’s Peace & Protection, and the Rule of Law in Somaliland.
The portfolio supports the Somali people in creating an enabling environment for stability and rule of law, including the strengthening of rule of law institutions to increase competency, efficiency and accountability. The Portfolio has focused on improving the functioning of the security sector institutions, training for the police force and judiciary, fostering judicial reform, preventing and countering violent extremism and empowering Somali communities to secure their rights.
The various programmes in the Rule of Law portfolio require a significant amount of monitoring, evaluation and reporting to verify progress, assess impact and produce comprehensive reports for key stakeholders. Therefore, the Rule of Law and Security portfolio is seeking to recruit a Portfolio Monitoring, Evaluation and Reporting Specialist who can lead these processes and coordinate between the various UN agencies and national counterparts to undertake reporting and monitoring for all programmes and projects under the Rule of Law portfolio.
Under the guidance and direct supervision of the ROL&S Portfolio Management Specialist, the successful candidate will provide support to the RO&SL portfolio by ensuring that high quality monitoring, evaluation and reporting improve the efficiency, impact and visibility of the portfolio. S/he will be responsible for developing and refining effective monitoring, evaluation and reporting systems, with adequate tools for information sharing and knowledge management, and will ensure field staff are fully capacitated on the use of such tools. S/he will be responsible for coordinating the collection and analysis of qualitative and quantitative data across the portfolio programmes and using this data to track and assess progress. S/he will ensure that project results are kept up to date across relevant platforms and that gaps in programming are identified and addressed. S/he will follow-up with all lessons learned and action evidence-based programming. S/he will work with the UNDP Programme Oversight and Quality Assurance (POQA) team to ensure that regular third-party monitoring is implemented and that all corporate reporting requirements are met. S/he will work with the Communications team to support the development of communications products and ensure regular communication updates are released to showcase achievements.
The incumbent will also assist in providing training to programme and project teams where necessary and support Area Office staff, partner UN agencies, and Responsible Partners to ensure the effective implementation of the common monitoring framework. S/he will collaborate closely with UN agencies, the POQA team, Programme and Operations Teams across Somalia, the Country Office, and government officials to ensure that thematic, programme and project monitoring is carried out according to schedule, findings and recommendations are implemented and regular follow-up is provided.
Position Purpose:
The M&E and Reporting specialist shall be involved in coordination of reporting, design monitoring and evaluations, and support in developing and nurturing strategic partnerships to achieve the results for the UNDP Somalia ROL&S portfolio.
DUTIES & RESPONSIBILITIES
Coordination of Programme Reporting:
Develop and implement a clear approach and schedule for reporting for each of the different projects in the ROL&S Portfolio.
Draft and finalize projects’ regular reports and other donor reports, as necessary, particularly on risks, reflections and lessons leant on implementation.
Draft and finalize semi-annual MPTF reporting for each project within the ROL&S portfolio that receives MPTF funding.
Collect, analyze and disseminate in a timely manner progress reports in consultation with partners, stakeholders, project staff, regional coordinators, partner agencies and other relevant sources of information.
Ensure all project and programme reporting in UNDP Corporate system (Quantum) is carried out on time, efficiently and in high quality.
Preparation of analytical reports using relevant information available from the projects to advise the portfolio management on the implementation of the work plans; also provide inputs in the development of the Work Plans.
Lead the drafting of Rule of Law and Security sector annual reporting under the UN Cooperation Framework, including liaising with all member agencies.
Conduct capacity building for UNDP programme staff and national partners on effective and accurate reporting.
Develop and refine periodic assessment and reporting templates and user guidelines for key institutional actors, partners and stakeholders.
Design and implementation of monitoring and evaluation policies and strategies of the Portfolio:
Overall responsibility for the design of the monitoring strategies of the projects under the Portfolio and its successful implementation.
Ensure that the Portfolio monitoring plans are aligned to the key priorities identified in the outcomes of the UNDP Strategic Plan and the Country Programme Document.
Ensure alignment of the Portfolio with Sustainable Development Goals 2030 Agenda.
Promote and support quality assurance activities undertaken by the Portfolio.
Contribute to the development of evaluation plans as required by the Country Office.
Development and institutionalization of the programmes monitoring systems, including the development of tools for monitoring of projects and programmes.
Provide frameworks, guidance and coordination for Third Party Monitoring Teams to carry out assigned monitoring activities in accordance with UNDP standards and procedures.
Extract critical lessons learned and good practices from final evaluation, audit and monitoring reports.
Design data collection methodologies and research protocols to monitor the implementation of the work plan.
Prepare briefing notes for the programmes on progress of the Work Plan and contribute to analysis as to causes behind the differences between planned and actual achievements.
Develop and implement common data collection strategies between and within projects where appropriate.
Contribute to reviews on progress throughout the year.
Review information provided by stakeholders on indicators and targets to assess progress and identify constraints and gaps in implementation.
Ensure results frameworks for all Project Documents are in line with UNDP Corporate Standards.
Ensure that gender is mainstreamed within monitoring systems.
Work closely with the technical teams and field offices for collection of the best practices and subsequent implementation across the projects and programmes.
Prepare situation analysis by compiling data, analyzing and evaluating information.
Design tools for data presentation for stakeholders.
Oversee implementation of capacity assessments and analyze data generated.
Development and introduction of new and innovative approaches and methods in data collection, monitoring and evaluation of the portfolio.
Support to project implementation and management:
Develop and implement a training and feedback mechanism to the project teams and the partners in the projects to further enhance LoA implementation arrangements with a strong focus on reporting arrangements, including the evidence collection required for reporting against results.
Support implementation of effective project steering and oversight by assisting in preparation for Project Steering Committee/Project Boards, which are attended by donors and government stakeholders. This includes developing draft agendas, amending them following feedback from national counterparts and project staff and writing up the recommendations.
Work with ROL&S portfolio staff and partners for capacity development through coaching, mentoring and formal on the job training.
Assist with development of new ideas for projects.
Provide UNDP communications team with success stories and materials for project and programme visibility.
Support with any other project implementation and management tasks as required.
Partnership development:
Preparation of comprehensive, analytical and substantive briefs, reports, statistics and other communications material in support of resource mobilisation efforts.
Monitoring of overall implementation of donor agreements.
Development of concept notes and pitching documents for donors to advocate needs of Somalia in Rule of Law and Peacebuilding.
Proactive sharing of lessons learned and recommendations with UNDP country offices, regional offices and Headquarters.
RECRUITMENT QUALIFICATIONS
Education
Master’s degree in Public Administration, Political or Social Sciences, International Relations, or any other related field is required.
Experience
Minimum 5 years working experience in Monitoring and Evaluation, report writing and risk management.
Strong research, data analysis and collation skills
Excellent capacity for written communication, including compiling varied sources into one cohesive product and presenting complex ideas and activities in accessible terms.
Good team player and ability to work effectively with people from different backgrounds.
Strong experience in project or programme implementation in a development context, particularly fragile context.
Good knowledge of the political and institutional context of Somalia.
Strong experience of working in an international organization and/or culturally diverse environment.
Experience in the usage of computers and office software packages (MS Word, Excel, Power Point etc.), knowledge of spreadsheet and databases packages, and experience in handling of web-based management systems.
Experience with data collection processes and use of data in development programmes.
Experience working in conflict, post-conflict, or transitional state environments.
Experience on working on the Sustainable Development Goals 2030 Agenda.
Knowledge of reporting requirements for UN, UNMPTF and international donor partners is an advantage;
Have affinity with or interests in post conflict situations, institutional development and Rule of Law.
